Cesar Chavez legacy remembered
By DORIS ENRIQUEZ-MALABAD

SAN DIEGO (03/29/08) – San Diego commemorated once again the life and legacy of Cesar Chavez on March 29 with the staging of the 14th Annual Cesar E. Chavez
Memorial Parade. Hundreds from the Latino community and other cultures from about 50 organizations, businesses and causes participated in the parade which
promptly started at  10 in the morning, at the corner of Ocean View Boulevard and 28th Street.
Leading the ½-mile march which was held in memory of the labor leader, was City of San Diego Mayor Jerry Sanders, followed by the officers from the law
enforcement groups, city officials Tony Young and Ben Hueso, government agencies, community advocacy groups, students, teachers, art and dance groups, civic and
hobby groups, and 2008 Election candidates and their supporters.
As the parade progressed, cheers from the participants and the crowd that gathered on the streets resonated the city, proudly chanting ‘Si Se Puede!’.
Mayoral candidate Steve Francis chose to walk during the entire parade, getting out of the parade line from time to time to greet the crowd, shake the hands of
bystanders and just make his presence felt. His campaign staff said that Mr. Francis truly welcomed the opportunity to join in the celebrations to show his support to the
Latino community, as well as the diverse cultures and races of the city. The campaign further stated that they wanted to present a united, multi-cultural front that
indicates that as a mayor, Mr. Francis will represent all of San Diego.
Prior to joining the parade, Steve Francis attended an endorsement meeting with the Latino American Political Association.
The parade was organized by the San Diego Cesar E. Chavez Commemoration Committee.

Gore Vidal appears at San Diego peace rally
By WALTER DAVIS

SAN DIEGO – Famous activist-writer Gore Vidal appeared at a San Diego peace rally in City Heights held on March 22. He was helped to his chair by members of
Activist San Diego under the leadership of Martin Elder. The elderly, frail and fiery activist displayed his humor; his mind proves to be very sharp. His passion for peace
is evident.
San Diegans vented their outrage at the fifth anniversary of the war in Iraq which was commemorated at the rally. With flags popping in the crisp March air, banners
waving and car horns honking, there was no disagreement among the crowd that formed at the corners of Fairmont and University.
Members of Veterans for Peace, Iraq Veterans for Peace, Activist San Diego, The Caring Council, The San Diego County Community Coalition, San Diego Non-
Violent Peaceforce, All of Us or None, A New Path, San Diegans for 911 Truth, North County Coalition for Justice and Peace were present, among others.
Recent rains filled the air with moisture and a cool breeze as Gore Vidal mounted the stage with the assistance of his handlers. He propped up his cane in between
his legs as the microphone was adjusted to his seat height. Surveying the crowd, it looked like a 1960s peace rally only now the “hippies” had grey hair. Their long, pony
tails and beards mixed with younger people made a beautiful display of Americans in solidarity.
Iraqi Americans were present in the crowd and on stage. They cited how their country was not better off since the war started.
More than 150,000 Iraqi citizens have been killed and millions have been displaced.
The war is seen as unprovoked and misdirected with no end in sight. Participants reflected that the government is simply printing more money to pay for the war and
increasing inflation. Bitterness was expressed regarding the government’s failure to address Hurricane Katrina survivors, global warming, universal health care and the
ecological crisis.
With rent, gas and food prices going through the roof, protestors were indignant that so much money was going overseas.
Speakers lamented that the nation is spending 12 billion dollars on a war while the school teachers were being laid off and infrastructure was falling apart.
Iraq Veterans for Peace stated that they wanted their stories documented and they requested that other veterans join them. They encouraged people to watch their
movie Winter Soldier.
Maria Cortez, helped arrange the rally in City Heights. She stated, “We are in a war that we were lied  about. We support our troops, not the war.”
Gloria Daviston of San Diego Veterans for Peace, said, “It is so good to see you all here today, especially so many young people.” She also sited the fact that
Blackwater had been defeated in its bid to locate in San Diego County.
Floyd Morrow, candidate for mayor of San Diego, introduced Gore Vidal, stating: “In 1981 I ran into a remarkable man who stood against war and was so impressed
when I saw his image on the cover of Time Magazine three times.”
In his speech, Gore Vidal said he would never bend his knee for any of the governments that the nation has today.
“Had we not had a constantly wounded country, we would not have the government that we have today. I have been a life long Democrat and I would be happy with
either Obama or Hillary as president. I hope to see, the election of Floyd as your mayor. I think you are lucky to have him and I think there is going to be a real house
cleaning coming up, there have been too many creeps elected to office,” he quipped.
“I spent a lot of my life in Italy and I have spent a lot of time explaining to Italians that we are not as stupid as we look,” Gore joked to the cheering crowd.
The 82-year old Vidal began his writing career at age 19. A Newsweek critic called him ‘the best all-around man of letters since Edmund Wilson.’ He is a
controversial and successful playwright, novelist, actor, and screenplay writer. His sexually liberated writings on homosexuality have stirred great controversy. According
to Wikipedia, he has also defied mainstream views over the Japanese surrender in World War II, indicating that the Japanese were not allowed to surrender at the end
of the war so that the United States could drop the atomic bomb on them. He has been highly critical of the Bush administration’s management of the 9-11 attacks and
NORAD’s slow response to the terrorist attacks on the World Trade Center. Gore currently lives in the Los Angeles area.
Students from Mission Bay High School were also present to discuss their project to keep ROTC and rifles off campus. They circulated a petition as poets and Latino
musical groups performed peace-oriented prose and music. The rally ended peacefully.

John McCain visits Chula Vista
By JOSEPH ROLEY-ARZAGA

CHULA VISTA (03/24/08) - Fresh off his eighth visit to Iraq, Republican candidate for the President of the United States, John McCain stopped by Chula Vista on
Monday for a military family town hall meeting at VFW’s Nerat Hall.
Senator McCain, after opening up with a hilarious joke about a monkey who learned how to fly a plane by a member of the navy, spoke to a hall packed full of
veterans, POW’s, military families and community members addressed issues of global warming, healthcare, the economy and the war in Iraq.
Senator McCain opened the town hall meeting by addressing concerns surrounding military health care systems.  The Senator felt that for routine care many of our
veterans are spending too much time going to the VA to stand in line to get an appointment, and would like to see major changes in health care for the veterans.  He
would like to see veterans issued a card that they can take to their private provider for routine healthcare needs rather than have to wait in line to see a doctor at the VA.
From there he transitioned in the importance of global warming as an issue that needs to be dealt with now; not only to decrease greenhouse emissions but also to
protect the security of the United States.  Senator McCain stated he would like to see “an increase in nuclear power as a means to decrease our dependencies on
foreign oil which we import from countries who don’t like us and some of that money ending up in the hands of terrorist organizations.”
He then touched on the war in Iraq. To emphasize his outlook on the current situation in the Middle East he referred to a recent tape from Osama bin Laden in which
the Al Qaeda leader encouraged his followers to join the Al Qaeda fight in Iraq and called Iraq the “the greatest opportunity and the biggest task.”
“For the first time,” stated McCain, “I have seen Osama bin Laden and General (David) Petraeus in agreement, and, that is, a central battleground in the battle against
Al Qaeda is in Iraq today. And that’s what bin Laden was saying and that’s what General Petraeus is saying and that’s what I’m saying, my friends.”
Petraeus is the top U.S. commander in Iraq.
He continued, “I don’t think I would change the strategy now unless General Petraeus recommended it. I think he’s trusted by the American people, the president and
by me. And General Petraeus again showed me facts on the ground where the surge is succeeding. And my Democrat opponents who want to pull out of Iraq refuse to
understand what’s being said and what’s happening — and that is the central battleground is Iraq in this struggle against radical Islamic extremism.”
Senator Mccain is the second of three current presidential hopefuls to visit Chula Vista as Senator Hillary Clinton visited a residence in Bonita a couple of months
back.  Currently there is an effort underway by the Southern Californian Asian/Pacific Islander community to host a three way town hall meeting with Senators Clinton,
Obama and McCain to be held at the University of California at Irvine on May 17 with the focus to showcase the voting power of the Asian and Pacific Islander
communities not only in southern California but across the United States.

Scam letters from Canada victimize US citizens, residents
By DORIS ENRIQUEZ-MALABAD

NATIONAL CITY (03/31/08) - It all seemed real - a real check that used security paper, valid telephone numbers, check drawn against a reputable US bank, issued by
a big, well-known corporation in America, and it was payable to a real person.
The reason for the pay-out: he had won in a lottery in Canada, and he stood to get $250,000. In the meantime, a check for $4,700 was enclosed - being advanced to
the winner to defray his Canadian Non-Resident Government Service Tax (GST).
To the ‘winner’ - holding a real check for $4700 and knowing that it is to his disposition, the normal reaction is to cash and use the money at once. After all, another
check in the amount of $245,300 is coming - it should not hurt if he spent the first check.
Indeed, Anastacio Galman, a resident of the Chatteu Apartments in National City, went on spending spree in March. And why not, he has just won a quarter of a
million dollars. He gave the whole thing the initial ‘this must not be true’ reaction, but after being able to cash the first check, there was no way to believe that it was a
hoax.
But in truth, Galman was directly ‘scammed’ of $2,900 and it’s highly possible that he would have to pay back the $4700 which he already spent.
“I really thought and believed that everything was authentic, specially after cashing the check at Wells Fargo Bank - all doubts were gone,” Galman said.
But that was the modus operandi: make the person actually get the money and then, it’s  the scammer’s turn to ask for his.
Galman narrated, “The letter we received was from Fincon Financial Inc. with address at 3007 Pineway Ave., Toronto, Ontario, M4B 1C8 Canada, with telephone
number 778-858-0112. It said basically that I was one of the ‘third category’ winners of a lottery draw held in December 2007, giving me ‘my’ winning ticket number.
“The letter instructed me to contact a tax agent by the name of Jim Dorsey of 3065 Alberto Dr., Ottawa, Ontario K2K 1B1 Canada; and a claim agent Kathy Norman at
the same telephone number to begin the claim process.
“After cashing the check, my wife and I contacted them, and we were instructed to  wire them $2900 as tax payment via Money Gram, and that this was needed to
continue the process of claiming the prize.
“Again, having been able to cash the check at Wells Fargo, we thought it was okay to send the money, which we did. Then we called them again,  but they said that we
still needed to remit $1300 more for insurance. That’s when we started to doubt a little bit. It’s a good thing that my wife mentioned this to our daughter who immediately
said, “It’s a scam!”
“We then called Wells Fargo how was the check which we cashed, and only upon our inquiry that Wells Fargo informed us that the check bounced.”
Galman further recalled that upon cashing the check, he noticed the bank personnel going to another room and made a call, presuming that he or she must be
confirming the check. And when the personnel came, she said that since the check’s amount was big, she encouraged him to open an account in that branch. Seeing
nothing wrong with that, he opened a new account with a $300 deposit. Now, Wells Fargo has been calling the Galmans saying that their account balance is not
sufficient to cover the bounced check. When they saw the check, it was stamped ‘counterfeit.’
They have called the Canada office asking for their money back, but now they are being given a run-around. Of late, no one would already answer the phone.
Anastacio, with the assistance of his wife, is not taking the matter sitting down. After all, he was ripped off of his hard-earned money.  They already reported the
incident to the US Postal Master and the Post Office’s investigation unit, the Federal Trade Commission and Canada’s Phonebusters. They are determined to recover
their money and are prepared to run after the culprits.
Their coming out into the open should give a warning signal to everyone who will receive the same letter, as this type of letters currently proliferate the area. As of this
writing, Anastacio said they were informed that another person  had just gone through what they had.

The investment scam of 2001: What really happened to Edmundo Rubi?
By WALTER DAVIS

NATIONAL CITY - Edmundo Rubi arrived in the United States from Manila, Philippines with his military wife of three years in 1986. His wife, a medical nurse suffered
a medical disability and retired.
Edmundo grew up in coconut plantation which his father farmed. His first job in the United States was as a geriatric home health care provider. He then went into
business and became very successful in the energy, commercial building and telecommunications industry.
Gradually he went into gold transactions and he was eventually charged with ponzi schemes in 2001. He was charged with bilking investors, non-existence of
international trading, conversion of funds into self expenditures.
Edmundo stated, “The real nature of the secret action is under title 21 USC 890 which is manual of controlled substances.  There were no findings. When I was in the
Philippines, I was abducted with great fear instilled in me by the prosecution headed by Edwin Millbarr, Vice Mayor of Bacoor Cavite, Philippines. He pretended to be part
of U.S. law enforcement. As I was abducted, I requested to see a warrant and it was not shown. He demanded that I pay $5 million for my freedom. I said I did not have
the money. All of my money was in investments and not liquid. Eight people abducted me.”
“Edwin wanted to kill me when I would not satisfy his demands,” Edmudo continued. “I survived because one of my abductors recognized my ring. I had been involved
with the National Police in a program that assisted unfortunate children and I was wearing my ring from that program. They did not kill me. Instead they brought me to
Transnational Crime in P.I. I was told that the U.S. government requested that I be arrested, but no documents were shown to me.”
Edmudo said. “I was transported to Philippine Immigration and passed to U.S. Marshalls at the U.S. Embassy in P.I. Then I went to Guam, then to San Bernardino
Detention Center, Then to Wackenhut Detention Center in San Diego. I did not see a public defender until two months after I was abducted.”
Mr. Rubi was well dressed in a dark suit. He was very articulate. At first, what he was saying can be regarded as highly far fetched. Then, he presented his well-
organized notes and documents that, according to Rubi, proved his statements. Each time he made a statement, he supported it with a document.
Apparently, Edmundo had been in London on business when he was told of a civil action against him in the U.S. and his house was being searched. Morris Sankarry
was his attorney. His attorney advised him to go to P.I., his native country, until Sankarry could work out the details. The public was told he fled to P.I. to avoid authorities.
A warrant was issued without a judge’s signature. He was denied a speedy trial and detained two years before his trial.
“When the trial was scheduled, I was threatened with 30 years in prison if I did not take a plea agreement for five years. This was a violation of the Hobbs Act (Instill
Fear),” Edmundo said with confidence.
Edmundo believes his rights were violated. He was and had been under duress with little recourse.
“My property was taken without criminal conviction or civil sentence which is necessary for such action. This is violation of the constitution, oath of office and rules,” he
added.
One of the most glaring facts of this case is the fact that drug trafficking charges were added. Under today’s Homeland Security regulations 1USSG 1B1.11, Drug
Trafficking; this charge is a threat to national security and thus, the evidence can be deemed secret.
Edmundo’s Exhibit A shows the proof of the drug charge and it was stamped “SECRET”. This means that an American citizen can be charged with drug trafficking
then, the evidence be classified SECRET and nothing be required by the government to be produced to prove drug trafficking.
This is astonishing and flys in the face of logic as some advocate the government be given the right to take away our civil liberties in the name of Homeland Security.
“The drug charges were hidden in the plea. I did not understand. I was sentenced under the sentencing guidelines code to five years,” Edmundo stated
incredulously.
He continued, “I was sent to Taft Correctional Institute in Fresno. There, I was given an evaluation which indicated that my charge was drug trafficking. I did not find out
drug trafficking was part of my offense until three years after the fact.
There were many other hidden charges that did not have evidence including embezzlement, breaking of seals, removing of goods from customs custody, sale of
chemicals usable to manufacture controlled substances, contempt.”
Shockingly, even the attorneys assigned to defend Edmundo were eventually charged. In a typographical error, their charges seem to be added to his case in an
unrelated document.
SDCT will continue following this case in this series.  View the  video of this interview with Edmundo Rubi at www.sdctonline.com.

Dr. Manaig: local physician, civic leader, pioneer in medical mission dies
By JOE NICOLAS

Dr. Eduardo H. Manaig, who initiated the formation of several medical missions from San Diego County to the Philippines, died on Good Friday, March 21, 2008 at 3:
00 p.m. at the Scripps Memorial Hospital in San Diego.  He was 61.
The cause was an apparent heart attack, according to a family member.  He was admitted at the Scripps Mercy Hospital Chula Vista on February 22, 2008.   He
believes that, “Medicine, in its purest form, is to treat the poor and needy without expecting anything in return” as told by Estela, his wife of 36 years. Due to this belief, he
started a Lions Club in San Diego County, whereby he was the charter president, majority members of which were Filipinos.  In 1994, Dr. Manaig led a medical mission
to Kenya, India, Vietnam, and the Philippines.  This was the start of an annual medical mission to the different provinces in the Philippines. This humanitarian service
inspired some of the members in the medical field to form different groups to be able to provide more frequent and wider service to the needy people of the Philippines.
In addition, Dr. Manaig founded the Paradise Valley International Medical Mission, Inc. (PVIMMI), and in February 2007 a Manila chapter was established to provide
continuous support and liaison with different Philippine government agencies.
Eduardo Hernandez. Manaig was born May 28, 1946, in the historic town of Calamba, Laguna in the Philippines.  Calamba is the birthplace of the Philippine national
hero, Dr. Jose P. Rizal, author of “Noli Me Tangere” and “El Filibusterismo”.  The young Manaig earned a medical degree from the Far Eastern University (FEU)in Manila
in October 1972.  While a medical student, he met a teacher, Estela Penetrante, a Bicolana from Nabua, Camarines Sur.  Shortly after his graduation he got married on
December 23 of the same year to the beauty of Bicol.
His first job after college, in 1973, was with the Clinica Henson in Angeles City, Pampanga. It was there that he was introduced in the practice of EENT (Ears, Eyes,
Nose, and Throat) Medicine.
Shortly, thereafter, he immigrated to the United States in 1974 and landed in San Diego, where he and Estela have relatives and friends in the service of the United
States Navy.  After a short acculturation to the life in the States, he moved to New York for his internship and residency training.  He was an intern at Mercy Hospital in
Buffalo and in the third year of residency, he attended the University of Alabama School of Medicine.  After his residency, he returned to California and took the California
Medical Board Examination in 1980.  In 1982, he opened his private practice in Internal Medicine and remained in practice until his hospitalization.  Concurrent with his
private practice, he was also connected with Paradise Valley Hospital, Sharp Hospital, and Scripps Memorial Hospitals
He made a lot of friends, in and outside the medical community.  He loves to sing in karaoke bars, in private parties and even at medical mission sites, after work.
Medical mission became his passion more than 13 years ago.  In the year 2007, he led two missions, one in February and another one in October to help specifically
the victims in Bicol. He met many friends through the missions, including the author.  Actually on February 5, 2008,  Dr. Manaig, during a meeting of the PVIMMI,
expressed his desire to do another mission in February 2009.  With the good doctor gone, will there be a mission in 2009 in his memory?
Dr. Manaig is survived by his wife, Estela; daughters Melissa and Mellany, both doctors and graduates of FEU NRMF; Michelle, a Graphic Designer; and son, Paul
Edward, a teacher.
A memorial Mass was held on Saturday, March 29 where hundreds of people came to share the grief and loss with the Manaig family.

John Insane
By WALTER DAVIS

It is really scary that the same people who voted for George Bush get the chance to vote again. Sadly, they have again fielded another maniac, John McCain. This
elderly, Cialis breathed man who has flipped flopped and kissed King George in public is acting like a true conservative.
Wow! What a problem for the Latino immigrant hating Right Wingers to have this Guest Worker flip flopper running on their ticket!
In addition, we will have more of the same old dumb Right Wing mentality on stage from this Bomb, Bomb, Bomb……Bomb, Bomb Iran, Military Industrial Complex
War Monger who wants to kill brown people and take their natural resources.
The insanity continues with his health insurance plan that would give people vouchers for health insurance. What is this fascination with vouchers by moronic Right
Wingers?
Senator Insane’s health insurance voucher plan would not require employers to support group insurance plans. People would take their vouchers to insurance
companies to get individual plans. Of course, the insurance companies would turn down people with pre-existing conditions. We would have all kinds of people
uninsured then and the insurance companies could save all kinds of money. Nice!
Surely, the 47 million Americans who do not have insurance now would be joined my millions of others! What a great plan! There could be vouchers for tax payers,
vouchers for schools kids, vouchers for Iraqi “insurgents”…vouchers for everyone!
What, you did not know that the United States is paying off the “insurgents” to stop fighting in Iraq so that King George could say “The surge is working”?
Just want Americans need is more war too! Lets bomb Iran. We need our privacy compromised too so the government can snoop on our emails and telephone calls.
We need more fear and intimidation, don’t we?
Senator Insane would make sure that we continued to pass democracy around the world so the bankers, corporations, Haliburton, Blackwater, arms manufactures
and the prison/military industrial complex can control their countries too.
Forget about using solar power and wind power. We can keep polluting the world with fossil fuels, we all know that global warming is a joke, right?
Another good thing King Insane would be sure to keep going is the incarceration rate. America has more people in prison per capita than any other country. The
bright future under King Insane would be sure to include curtailing a woman’s right to chose and put another Supreme Court Justice on the bench to force us all to
observe Christian rules! Just what we need to unite the country!
Citizens who voted for King George should be banned from voting for being so dumb. This might allow America to move on to the 21st century instead of being lead
by a Geritol drinking fossil.
The economy is tanked, New Orleans is not restored, the military is shattered, home owners devastated, job market destroyed, poisoned toys coming in by ship
load, 700 mile fence to cover a fraction of ONE border, roads are falling apart, bridges are falling down, electrical grid is obsolete, our passport processing is being
outsourced along with our aircraft manufacturing, nuclear components have been “accidently” shipped to China, the VA cannot keep up with service members coming
back from the war, bankers get 30 Billion dollars over night while Hurricane Katrina and American homeowners still wait for help and no one has been held
accountable. Only people who get stains on dresses deserve that! I know, lets give everyone a voucher!
     Nice job Right Wingers!

Arlie Ricasa hopes to be the first Fil-Am in CA State Assembly
Arlie Ricasa is not new to public service. In fact, according to her and her family, she has been a public servant all her life. Presently, she is the president of the Board
of the Sweetwater School District, one of the biggest districts in the county.
She said she is not aiming for the seat of the 78th Assembly District just to get into that office nor for personal reasons. Arlie said that she wants the seat to be of
greater service to the residents of South Bay and nearby areas in the district.
Senator Denise Ducheny was on hand to endorse Arlie, saying, “It’s about time we have a Democrat in the Assembly.”
Like most candidates this election season, Arlie is proud to have the support of students and the youth. As an educator herself, she said she knows very well the
issues affecting the youth, the studentry, the academe and education as a whole.
Also present to provide support was Southwestern College Board President and a Fil-Am herself, Terri Valladolid, along with Chula Vista Council candidate Pat
Moriarty and her team led by Claude Rowe and her own daughter.
Aside from relatives, friends, students, community members and leaders, and colleagues - Arlie’s greatest support comes from her own immediate family - her
husband Ed, their 5 children, her brothers and sisters. As Arlie puts it, it is from them that she gets the inspiration, motivation and strength to move forward in this
campaign, which has a primary election on June 3.

Governor Schwarzenegger Announces Framework to Bring Accountability to Challenged Schools
SACRAMENTO (02/27/08) - Governor Arnold Schwarzenegger today joined Superintendent of Public Instruction Jack O'Connell to announce their recommendations to
improve 97 districts that have persistently failed to meet the goals of the federal No Child Left Behind (NCLB) Act.  With this action, California becomes the first state in
the nation to take an individualized approach to districts in program improvement under NCLB.  NCLB requires states to take action or risk losing federal funding.
"Students who have persistently lagged behind have suffered too long and they need our help right now. I have joined forces with Superintendent O'Connell to craft
individualized reform plans to make sure the solution fits the district. By working together, I know we can make great strides for the children of our state," said Governor
Schwarzenegger.
"In all cases we embrace a singular goal - to make sure that all districts and schools are working effectively to improve student achievement," O'Connell said. "The state
has an obligation to not only implement federal law but to assist our school districts to close the achievement gap and help all students succeed in school."
The Governor has proposed four levels of individualized assistance to support challenged school districts. Every district has been analyzed individually to arrive at the
most appropriate level of intervention to improve student achievement. These include:
Intensive: The State Board of Education will assign a state-approved education assistance provider to the lowest performing districts to conduct an independent
analysis of district performance. Based on this analysis, recommendations will be presented to the Board for further corrective action under federal NCLB.
Corrective actions can include: replacing school district personnel, appointing a receiver or trustee, permitting students to transfer to different schools, putting new
curricula in-place and-in the most serious cases-abolishing and restructuring the district.
Moderate: The school district will choose its state approved education assistance provider in consultation with the local county superintendent of schools. In these
districts, as above, the assistance provider will create a plan of action for the district's improvement that the district will be required to implement.
Light: The school district will choose a state-approved technical assistance provider. This provider will help develop a tailored plan to assist the school district in
meeting federal accountability targets.
Other: Districts that narrowly missed federal accountability targets will be directed to revise their Local Education Agency (LEA) plans, which outline how they will
implement NCLB. Additionally in this category, there are LEA plans that require special attention based on extenuating circumstances, such as voter approved
consolidation/elimination of school districts.
The Governor is committed to getting the $45 million in available federal funds to turn these school districts around.  The Governor will be working very closely with the
Legislature to ensure these funds are allocated to maximize results and boost student achievement in these school districts.
Since taking office, Governor Schwarzenegger has increased education funding by almost 34 percent. In 2003-04, the state's contribution to K-12 education from its
General Fund was about $29.8 billion. In the budget Governor Schwarzenegger has proposed for 2008-09, that same number would be $39.9 billion - an increase of
nearly $10.1 billion dollars. Including federal and local dollars, the amount of money going into California classrooms per-pupil, has increased by 20 percent.
The State Board of Education will consider the Governor and Superintendent's proposal at their next meeting, March 12-13, 2008.

Local alliance chief angry at ABC network
By Walter Davis
Faith Bautista, Executive Director of Mabuhay Alliance seemed very confident and purposeful in her demeanor. She began to describe the outrage Filipinos felt over
comments Terry Hatcher uttered during a September 2007 episode of Desperate Housewives. Hatcher on the ABC series was perceived as demeaning Filipino medial
workers’ professional training. “Terry Hatcher’s comments were an embarrassment to Filipino medical workers” stated Bautista. “Hatcher’s comments generated
outrage and anger from Filipinos and 215,000 signed a petition against ABC. Large numbers of health care workers including nurses and physical therapy workers felt
a big insult”, she stated.
In the referenced episode, Hatcher appeared to state that Filipino medial schools and Filipino health care workers were below standard.
“Filipino health care workers are recruited and sent to rural and urban communities to work. They work in lower income and minority neighborhoods where other health
care workers will not work” Bautista continued; “They feel unwanted, forgotten and are not compensated the same as other Americans”.
Bautista described corruption and mistreatment Filipinos face at the hands of corrupt recruitment agencies.
Bautista stated that this episode has brought to light an ugly secret. She stated that groups of Filipinos were considering a lawsuit against ABC following the petition.
The Filipino American Leadership Council (FALCON) is taking a leadership role in this effort. Because of the relationship between ABC, Starbucks and Disney, a protest
was held at Starbucks in Mira Mesa in February 2008 sponsored by FALCON and Mabuhay Alliance.
I asked Bautista what remedy would help Filipinos assuage their anger. She responded that “ABC has issued indirect apologies. We want a formal public apology from
the CEO. Minorities are still being treated badly. We are fighting back to uplift all minorities. We do not want to be in the shadows.”
“Filipinos make valuable contributions to this country. We serve in the United States Navy, field political candidates, serve in the education sector” stated Bautista.
“Filipinos are starting to suffer high drop out rates and teen aged Female Filipinas have a high suicide rate as young people are feeling shut out and hopeless”,
Bautista said sadly. “They are under pressure to succeed and they face racism, economic setbacks and are unable to achieve their goals; they feel hopeless” said
Bautista.
“This is not acceptable. We deserve respect. If our own country is being mocked, quality of education is being mocked, it is a problem that could happen to any person of
color”, stated Bautista.
I had not realized this and this made me angry.
As I began to think of the inadequate job mainstream media does in covering real issues that affect our communities, Bautista seemed to read my mind.
“Repeated media disparagement must stop”, she stated forcefully. “We are getting involved with these issues. They have been going on for decades. We have been
disempowered” Bautista lamented.
“Mainstream media does not cover our issues; we need a stronger voice to inform the public or our situation” said Bautista. More than “80% of media outlets are owned
by Whites, only 5% are owned by Asians, Latinos and African Americans combined” she stated.
“Businesses are closing, there is no quick answer. We have to start simple, educated constituents. In the face of this, I feel hopeful in spite of this”, said Bautista.
I will continue to follow this issue and muster outrage in the community.

Gov. Meets With Mexico President Felipe Calderón, Builds On Strong Partnership Between California
and Mexico
SACRAMENTO (02/13/08) - Governor Arnold Schwarzenegger has met with Mexico President Felipe Calderón at the State Capitol in Sacramento to further strengthen
California’s cross-border partnership and collaboration with Mexico. In this meeting, the Governor discussed the many shared challenges California and Mexico face,
including ensuring the safety of our citizens, protecting the environment and keeping our economies strong.
The two leaders also discussed ways to strengthen ties and formalize partnerships to exchange information, expertise and technology. As part of these efforts, officials
from both California and Mexico signed a Memorandum of Understanding (MOU) to team up in the fight against climate change, protect the environment and conserve
our precious natural resources.
Strengthening ties with Mexico is key to our current and future economic health. Boosting trade, tourism and goods movement between California and Mexico creates
jobs and helps our economies grow.
Mexico is California’s top trade partner. Mexico is California’s number one export market, with $19.6 billion in export trade flowing to Mexico from California. These
exports sustain thousands of California businesses and support nearly 200,000 jobs.
Since 2002, California’s agricultural exports to Mexico have nearly doubled in value, making it one of the state’s fastest growing export markets. Mexico alone accounts
for 15 percent of California’s annual goods exports.
California’s agricultural exports to Mexico represent an estimated 5 percent of the total U.S. agricultural exports to this market.
Mexico is California’s top international tourism market. According to the California Travel and Tourism Commission, California had approximately 8.6 million Mexican
visitors in 2005.
While here, visitors from Mexico spent an estimated $1.6 billion in California, ranking first among all international markets.
The Governor shares President Calderón’s commitment to investing in infrastructure. Since taking office, President Calderón has called for unprecedented investment
in Mexico’s infrastructure, including a public-private infrastructure plan to build railways, roads, seaports, airports, telecommunications, water supply systems, dams,
electricity and oil installations.
Investing in infrastructure on both sides of the border and utilizing public-private partnerships is an investment in the future and will improve goods movement, trade and
quality of life in California and Mexico for years to come.
Teaming up to protect the environment and fight climate change ensures that the natural resources we share are enjoyed by future generations on both sides of the
border. Today officials from the United Mexican States’ Ministry of Environmental and Natural Resources and California’s Environmental Protection Agency, Resources
Agency and Department of Food and Agriculture will sign an MOU to improve cross-border collaboration on environmental protection.
This MOU is an agreement between Mexico and California to work cooperatively on ways to enhance policies for environmental protection and sustainable natural
resources.  The agreement calls for a Joint Action Plan to be developed and implemented by the signing agencies.
The Governor is committed to continuing to build California’s relationship with Mexico. The Governor has made it a priority to work closely with Mexico to open new
markets, attract new investments and build the partnerships necessary to expand California’s international trade, pump up the state’s economy and improve the
environment.
Mexico Trade Mission: In November 2006, the Governor led more than 60 members of the agriculture, tourism and business communities on a two-day trade mission to
Mexico CityMonterrey, Mexico, and during his trade mission, the Governor met with then President-Elect Calderón, where they discussed issues of concern to both
governments including trade, immigration and protecting the environment.
Border Governors Conference: This August, Governor Schwarzenegger will chair the 26th Border Governors Conference in Los Angeles. The conference will be
attended by governors from Arizona, Baja California, Chihuahua, Coahuila, Nuevo Leon, New Mexico, Sonora, Tamaulipas and Texas.  They will address the many
issues impacting states on both sides of the border, including agriculture, security, economic development, education, energy, environment, health and tourism.
At the 25th Border Governors Conference in September 2007 in Puerto Peñasco, Sonora, the Governor and nine other United States and Mexico border governors
signed a joint declaration to continue fostering cooperation between the 10 member states that will improve economic prosperity, environmental sustainability and
quality of life.

Prop 1C to Fund $69.5 Million Investment In Affordable Housing
SACRAMENTO (02/07/08) - Governor Arnold Schwarzenegger was in Palo Alto to announce $69.5 million in permanent low-interest loans from the Proposition 1C
housing bonds.  This funding will jumpstart 14 affordable multi-family projects up and down the state and create 1,540 jobs, more than $70 million in wages and
leverage $316 million in total investment. In Palo Alto, Bridge Housing Inc. will break ground this year on 56 affordable apartments for very low-income seniors with
$5.25 million in Proposition 1C bond funds. Proposition 1C, which provides $2.85 billion to finance affordable housing and infrastructure across California, is part of the
historic $42 billion package of infrastructure bonds championed by the Governor and approved by voters in November 2006.
This Proposition 1C funding will not only help Californians access additional affordable housing, it will also help create jobs and pump up California's economy.
This $69.5 million investment in affordable housing will help more than 1,000 California families and individuals realize the dream of an affordable rental home. These
funds will provide permanent low-interest loans for the construction and rehabilitation of affordable apartment homes across California.
Funds will go toward 14 affordable housing projects in Alameda, Fresno, Imperial, Kern, Lake, Los Angeles, San Diego, Santa Clara, Santa Cruz, Sonoma and Ventura
counties.
Through the Multifamily Housing Program, hardworking families, as well as seniors, the disabled, homeless and those transitioning from homelessness will have
access to affordable housing.
This bond funding is also important for the construction and housing industries which have been hit hard by the subprime mortgage crisis.  These funds will help
create jobs, putting more Californians to work and boosting the state's economy.  In addition, the Governor also has:
Announced more than $72 million in federal HOME Investment Partnerships Program funds to provide assistance to first-time homebuyers, reduce the number of bank
owned homes and increase the number of rental properties;
Called on Congressional leaders to quickly pass legislation to raise limits for government loan programs to help reduce foreclosures and allow more people to
achieve the American dream with solid, responsible loans. The Governor continues to urge the U.S. Senate to pass an economic stimulus plan which includes these
measures;
Joined the OneCalifornia Foundation to announce a bridge loan fund for homeowners facing foreclosure in Oakland;
Launched a $1.2 million public awareness campaign to help educate homeowners about options that can help them avoid losing their homes to foreclosures.
Announced an agreement with major loan servicers to streamline the loan modification process for subprime borrowers living in their homes;  and
Signed legislation to increase protections for Californians who own or plan to purchase homes and to expand affordable housing opportunities.
Rebuilding California is a key component of the Governor's overall economic development strategy for the state. The Governor is committed to boosting economic
growth, enhancing our environment, improving service for citizens and increasing value for taxpayers by improving the pace of delivery, improving operation and
maintenance and lowering the cost and risk of California's infrastructure.

Gov. Schwarzenegger Announces First-in-the-Nation Cabinet Position for Service and Volunteering
SACRAMENTO (02/26/08) – California Governor Arnold Schwarzenegger took first-in-the-nation action to encourage volunteerism in California and to improve
coordination of volunteer efforts between the state's departments and agencies. The Governor signed an executive order to establish the new position of secretary of
service and volunteering. The secretary will be a member of the Governor's Cabinet.

"Government can give direction, it can provide an impetus, but real change has to come from each and every one of us. I want to move civic engagement to the highest
levels of state government, which is where it belongs," said Governor Schwarzenegger. "Californians' desire and will to serve are there in abundance. We must do
everything we can to harness this incredible resource."

The executive order will raise the profile of service in the Golden State to a national level; improve coordination of vital volunteer activities statewide and support local
service efforts; encourage more Californians to become involved with service and volunteerism; help California respond to natural disasters and emergencies; and give
California's volunteers a voice at the highest levels of state government. This is all without adding any new net costs to the state budget.

"I'm a big believer in uniting people to create change and achieve a positive legacy in their own lives, in their communities, in their state and beyond and it is through the
act of service that this goal can be attained. Today as we elevate service, we elevate our fellow Californians to be 38 million strong," said First Lady Maria Shriver.

California's volunteers have a positive multi-billion dollar impact on the state's economy every year. In 2006, volunteers contributed approximately 858 million hours of
service to the California economy-a value of more than $17.4 billion. A one percent increase in the number of Californians who volunteer would equal approximately
365,000 new volunteers contributing 48 million hours-equal to nearly $1 billion in service to the state.

The Governor's action gives volunteerism a stronger voice and
greater visibility and will encourage millions of Californians to make their valuable skills available. As demonstrated by the thousands of concerned Californians who
stepped forward to volunteer during last year's wildfires and the San Francisco Bay oil spill, a stronger, more coordinated volunteer force will make California even better
equipped to respond to resident's everyday needs, as well as wildfires, floods, heat waves, winter freezes, mudslides, earthquakes, disasters and emergencies.

Governor Schwarzenegger and First Lady Maria Shriver are committed to strengthening California's volunteer force. Under their leadership, CaliforniaVolunteers
launched CaliforniaVolunteers.org, which features the largest and most sophisticated statewide online volunteer matching system in the nation. Since the launch, the
number of monthly web-based referrals of volunteers from CaliforniaVolunteers' local partners to non-profits has increased by nearly 500 percent. Maria Shriver serves
as the honorary chair of CaliforniaVolunteers.

"I commend California for taking civic engagement and volunteerism to a new level by announcing a cabinet level secretary of service and volunteerism.  AmeriCorps
and other service programs provide a wonderful avenue for strengthening our communities while addressing our pressing needs in education, environmental
protection, public health, and the environment.  This new position will help to ensure that California's volunteers are fully integrated at the highest levels into the state's
efforts to build a better California," said Senator Hillary Clinton.

"Service to one's country and community is the most noble of things an American can give. For a state the size and influence of California to elevate service and
volunteering to such a prominent position in government says a lot about the state's people and about the priorities of Governor Schwarzenegger and First Lady Maria
Shriver. I'm impressed and applaud California for working to harness and spotlight the selfless time and energy given by its volunteers," said Senator John McCain.

"America is a great nation precisely because Americans have been willing to stand up when it was hard, to serve on stages both great and small, and to rise above
moments of great challenge and terrible trial. At this defining moment in our history, the Governor's decision to elevate civic engagement to such an important level
reminds us that the call to serve is one that transcends partisanship and has the power to unite this generation around a common purpose," said Senator Barack
Obama.

For more information on events, programs and volunteer opportunities through CaliforniaVolunteers, including the California Volunteer Matching Network (CVMN) which
connects Californians to meaningful, high-impact volunteer opportunities in their communities through a dynamic online volunteer matching system, please visit
CaliforniaVolunteers.org.

The Governor also today announced the appointment of CaliforniaVolunteers Executive Director Karen Baker as the secretary of service and
volunteering.

"Karen Baker does a fantastic job managing CaliforniaVolunteers," said Governor Schwarzenegger. "By elevating the state's volunteer profile we will make it easier for
people to figure out where to go and what to do when they want to give their time or their resources."

Karen Baker, 46, of Sacramento, has served as executive director of CaliforniaVolunteers, formerly known as California Service Corps and the Governor's Office on
Service and Volunteerism, since 2005. From 2002 to 2005, she served as a managing partner for Valley Vision, a non-profit committed to building civic engagement
while addressing regional issues and, from 2000 to 2002, was director of innovation for Share Our Strength of Washington, D.C., a national anti-poverty non-profit. Prior
to that, Baker served as director for program coordination and special projects for the Corporation for National Service, now known as Corporation for National and
Community Service, from 1995 to 2000 and as deputy director for AmeriCorps VISTA from 1994 to 1995. From 1990 to 1994, she was executive director of Chrysalis, a
Los Angeles based non-profit serving homeless people. Baker earned a Bachelor of Arts in sociology from the University of California, Los Angeles. This position does
not require Senate confirmation. This position receives a compensation of $175,000, however due to the budget deficit, she will voluntarily not accept an increase in
compensation and will remain at her current compensation of $130,332. Baker is a Democrat.

The mission of CaliforniaVolunteers is to increase the number and impact of Californians engaged in service and volunteerism. CaliforniaVolunteers administers the
AmeriCorps portfolio in California, Citizen Corps, and the Cesar Chavez Day of Service and Learning, developed and maintains the California Volunteer Matching
Network on CaliforniaVolunteers.org and guides policy development to support the non-profit and service fields. (gov.ca.gov)

Campaign for Children and Families kicks off state drive to exit from public schools
Parents, former public school teachers agree that home schools and church schools are only way to rescue children from sexual indoctrination
LOS ANGELES (02/12/08) - Parents and former public school teachers Monday urged California parents to remove their children from public school in order to protect
them from new sexual indoctrination laws.
At a Los Angeles news conference, Campaign for Children and Families (CCF) kicked off a statewide campaign for parents to exit the government school system. In
light of the new sexual indoctrination laws, SB 777 and AB 394, CCF has launched RescueYourChild.org which shows parents how to do whatever it takes to either
homeschool or enroll their children in church-run schools.
SB 777 functionally requires public school instructional materials and school-sponsored activities to positively portray cross-dressing, sex- change operations,
homosexual "marriages," and all aspects of homosexuality and bisexuality, including so-called "gay history." AB 394 requires public schools to distribute controversial
material to teachers, students, and parents which promotes transsexuality, bisexuality, and homosexuality, all under the guise of "anti-harassment" training.
"Why are parents concerned? What will the implementation look like?" asked Randy Thomasson, president of Campaign for Children and Families, a leading West
Coast pro-family organization, at the Feb. 11 news conference. "Imagine a teacher saying, 'Class, for our contemporary social studies non- discrimination bias
component, we have a special speaker today. He will share his amazing story of growing up as a male trapped in a woman's body.' This is the type of gender-bending
education which students may have to endure unless their parents rescue them from the increasingly negative public school environment."
Veteran public school teacher Nadine Williams of Torrance said the sexual indoctrination laws have motivated her to keep her grandchildren out of the public schools
that she used to support. Former school board trustee Judy Ahrens said she's been standing for public education but with SB 777 and AB 394 she must reject public
schools in favor of children's innocence.
Single mother Caron Strong of Los Angeles is concerned how her public-school daughter will be affected by the new sexual indoctrination laws. "I'm going to
homeschool my daughter," announced Strong at Monday's news conference.
Campaign for Children and Families (CCF) is a leading West Coast nonprofit, nonpartisan organization representing children and families. CCF stands for marriage
and family, parental rights, the sanctity of human life, religious freedom, financial freedom, and back-to-basics education. (

Auday Arabo, ‘San Diego’s Obama,’ launches 78th District candidacy
SAN DIEGO (02/09/08) - He is believed to be San Diego’s Barack Obama, an agent of change, one who offers a new hope.
Auday Arabo is an immigrant himself, and he is proud of it. He came to America from Baghdad when he was 2 years old, together with his family. Now, Auday is 32
years old, newly-married, and has gone a long way since.
He officially launched his candidacy for the 78th Assembly District, eyeing the seat to be vacated by Assemblymember Shirley Horton.
Just like Barack’s campaign sorties, Auday’s first official campaign rally was showcased by the presence of youth, and of people of all color, ethnicity, and language.
Community leaders and elected officials came to extend support to Auday’s candidacy, like Myke Santos, president of the Filipino Caucus;  Dave Allen, Council member
for La Mesa;  AJ Allan, retired firefighter; Gill Ungab, cardiac doctor and executive board member of Filipino Caucus; Fideles Ungab, Councilmember for National City;
Leticia Munguia, civic leader;  Victor Nunez from the District Attorney’s office;  Congressman Jim Bates,  Senator Waddeh Deddeh,
All of them echoed one thing: that Auday’s integrity, honesty, dedication, and his sheer love to help people are the values that Assembly District 78 needs, and that only
Auday has the leadership and the heart to stand up for the people of 78th district.
Senator Deddeh says, “I am here not only because Auday is a cousin of mine. But more than that, I truly believe that he is the right person, in the right place, at the right
time.”
Auday is a product of public education in Spring Valley and San Diego, up to San Diego State where he finished his degree in political science. He then entered law
school through a scholarship.
In between studies, he would help in his family’s grocery business, bagging items for customers and doing just about anything that needed to be done. He said his
father taught him well to be industrious and to give importance to education.
When he passed the bar exams, he was taken by the District Attorney’s office, where he worked for over a year.  He also used to head the California Association of
Grocery Owners at a very young age. Here he was able to sharpen his leadership skills all the more, including disaster preparedness and heeding the call for
community service.
He was also one of the firsts to run to the side of the doctors, nurses and patients of the Paradise Valley Hospital during its struggle last year. And during the recent
wildfires, Auday’s presence was all around, as vouched by the firefighters who attended his campaign kick-off.
“I am excited to be in this campaign, the overwhelming support of people and the youth is awesome. I’m excited to meet the people of the district, talk and listen to them
so then I would know how to be of help. Most of all, I will make them believe and hope again,” says Auday.

Should the Democratic Party Apologize for Supporting Slavery?
By ROBERT OLIVER

There is a saying – “God cannot change the truth.”
I’m an African-American political independent. The purpose of this article is not to debate the merits of belonging to a certain political party nor to pursue political
converts. The purpose is to clarify history and to ask does the Democratic Party owe African Americans an apology for past support of slavery and racism?
February is Black History Month. Sometimes Black History needs clarification.  For example, a friend told me that an African-American employee in his New York City
office thought that President Abraham Lincoln was a Democrat. Another African-American friend, a former liaison between the Democrats in the California State
Legislature and the Clinton White House, well as a campaigner for Bill Clinton’s presidency, thought that the slave owners in the Old South were all Republicans. He
thought that the worst Democrat was better than the best Republican.  I was even told that an African American woman in Illinois actually thought that it was illegal for a
Black person to vote Republican! Based on that sampling, it is possible that a vast number of African Americans are laboring under similar false beliefs about
Democrats and Republicans?
Congressman Jesse Jackson, Jr. of Illinois said: “before the Civil War, the Democratic slave masters used to hold anti-black conventions.”  Hence, there were no
Republican slave masters at all. Why? The Republican Party was formed in the 1850’s for the purpose of abolishing slavery and polygamy. The Republican National
Committee website (www.rnc.com) says: “The Republican Party was born in the early 1850's by anti-slavery activists and individuals who believed that government
should grant western lands to settlers free of charge.”
Look at a portion of the 1860 platform: “That the normal condition of all the territory of the United States is that of freedom; That as our Republican fathers, when they had
abolished slavery in all our national territory, ordained that ‘no person should be deprived of life, liberty, or property, without due process of law,’ it becomes our duty, by
legislation, whenever such legislation is necessary, to maintain this provision of the Constitution against all attempts to violate it; and we deny the authority of Congress,
of a territorial legislature, or of any individuals, to give legal existence to Slavery in any Territory of the United States….That we brand the recent re-opening of the African
slave- trade, under the cover of our national flag, aided by perversions of judicial power, as a shame to (a) crime against humanity and a burning (for) our country and
age; and we call upon Congress to take prompt and efficient measures for the total and final suppression of that execrable traffic.” (To their credit, there were Northern
Democrats who supported President Lincoln during the Civil War.)
I’m somewhat curious about some information on the Democratic National Committee’s (DNC) website (www.democrats.org/about/history.html). The late Ron Brown,
former Chairman of the Democratic National Committee said: “The common thread of Democratic history, from Thomas Jefferson to Bill Clinton, has been an abiding
faith in the judgment of hardworking American families, and a commitment to helping the excluded, the disenfranchised and the poor strengthen our nation by earning
themselves a piece of the American Dream. We remember that this great land was sculpted by immigrants and slaves, their children and grandchildren…." Wait a
minute! From Thomas Jefferson to Bill Clinton helping the excluded, the disenfranchised and the poor? All of the slave masters were Democrats. How many other
Democratic Presidents before the Civil War opposed slavery? The answer is none. The Democrats kept in bondage those who were excluded, those who were
disenfranchised and those who were poor – Black slaves. Rest in peace Ron Brown, but were you were ignorant of your own party’s history or did you lie through your
teeth?
According to the PBS’s American Experience website (http://www.pbs.org/wgbh/amex/lincolns/politics/tl_tree.html) it says of the Democratic Party platform in 1840: “They
opposed the government's interference with the spread of slavery.” It also said in 1852: “Democrats also supported the provisions of the Compromise of 1850 and
united along pro-slavery lines.”  It also said in 1856: “Democrats again united along a pro-slavery platform, endorsing states' rights, the Fugitive Slave Law, and popular
sovereignty in the territories.
Mackubin T. Owens writes in his editorial “The Democratic Party’s Legacy of Racism” (http://www.ashbrook.org/publicat/oped/owens/02/racism.html): “The most liberal
position among ante-bellum Democrats regarding slavery was that slavery was an issue that should be decided by popular vote. For example, Stephen Douglas,
Lincoln ’s opponent in the 1858 Illinois senate race and the 1860 presidential campaign, advocated ‘popular sovereignty.’ He defended the right of the people in the
territories to outlaw slavery, but also defended the right of Southerners to own slaves and transport them to the new territories.”
Whether or not some Republicans did not want slavery because they sincerely thought it was immoral or some did not want it for political reasons only, not out of love
for the Black people ( Lincoln thought that Blacks were inferior to Whites and there were northern states that barred Blacks from migrating into them), is irrelevant. The
fact is that Republicans were never supporters of slavery, contrary to the belief of many African Americans today.
The PBS website on “The Rise and Fall of Jim Crow” (http://www.pbs.org/wnet/jimcrow/stories_org_democratic.html) said: “The Democratic Party identified itself as the
‘white man's party’ and demonized the Republican Party as being ‘Negro dominated,’ even though whites were in control.” Some Democrats formed the terrorist
organization the Ku Klux Klan in the 1870’s. An article in the 1992 Encyclopedia Britannica under the “Reconstruction” heading reported: “The Democratic resentment
led to the formation of the secret terroristic organizations such as the Ku Klux Klan and the Knights of the White Camilia. The use of fraud, violence, and intimidation
helped Southern conservatives regain control of their state governments.” Blacks and White Republicans were the targets of the Klan’s wrath. All this information can be
freely verified in libraries and on the Internet. My point is that in the minds of many African Americans today, the Republican Party is identified with the Ku Klux Klan. Until
an African-American friend of mine learned the true history of both political parties, she thought the Republicans and the KKK were basically the same and published
that imagery of that nature in a newspaper.
Look at these paragraphs concerning their history on the DNC’s website: “In 1848, the National Convention established the Democratic National Committee, now the
longest running political organization in the world. The Convention charged the DNC with the responsibility of promoting ‘the Democratic cause’ between the
conventions and preparing for the next convention. The next paragraph immediately says: “As the 19th Century came to a close, the American electorate changed more
and more rapidly. The Democratic Party embraced the immigrants who flooded into cities and industrial centers, built a political base by bringing them into the American
mainstream, and helped create the most powerful economic engine in history.” We leave 1848 and timewarp to the late 19th Century? Why the 50-year gap in the DNC
history?  What about the Democratic Party during the Civil War and Reconstruction? Why don’t they talk about the first Black government officials on state and federal
levels? Is it because they were 100% Republican therefore persona non grata? A Black elected official I know personally admitted he did not know until recently that
there were Blacks in Congress in the 19th Century. Why did not that website celebrate the constitutional amendments that formally abolished slavery and declared the
former slaves citizens of the United States ? Why was that significant part of history their history intentionally left out? Was it because they could not honestly claim that
championing civil rights for Blacks, part of “the Democratic cause,” after the Civil War was a part of their history?
(As a matter of fact, do you recall any mention of the first Black governor, congressmen, or state representatives immediately after the Civil War in any Black History
Month celebrations or programs? You hear of the first Black this and the first Black that, and that is wonderful. But you never, ever, hear about the first Black Americans in
national or state government. Why is that?)
Did you know the “racist” Republican Barry Goldwater was a founding member of the Arizona NAACP? He was a member until his death in 1998! Could a White racist
be a founding member of a Black civil-rights organization and a dues-paying member until his death? As an Air National Guard Colonel in the 1940’s, he desegregated
the Arizona Air National Guard, 2 years BEFORE President Truman desegregated the entire Armed Forces. My mother, who is 87 years old, believed for the last 40 years
that Barry Goldwater was a White supremacist. (I grew up believing he was a racist.) Now that my mother knows the real Goldwater, her 40-year bitterness toward him
evaporated. She understands he voted against the 1964 Civil Rights Act based on his libertarian philosophy as far as the federal government intruding into private
affairs and not because of “racism.” Also Goldwater voted for two Civil Rights bills during the Eisenhower administration.
A Wikipedia article on the Democratic Party says: “The civil rights movement of the 1960s, championed by the party despite opposition at the time from its Southern
wing, has continued to inspire the party's liberal principles.” Rev. Al Sharpton (who I respect for traveling to Sudan and exposing chattel slavery there) said at a recent
Democratic Convention in Boston : “Mr. President, you said would we have more leverage if both parties got our votes, but we didn't come this far playing political
games. It was those that earned our vote that got our vote. We got the Civil Rights Act under a Democrat (President Lyndon Baines Johnson). We got the Voting Rights
Act under a Democrat. We got the right to organize under Democrats.” Rev. Sharpton, I really wish you would have mentioned too that it was because of Democrats, not
because of Republicans, that we needed the protection of the 1964 Civil Rights Act and the 1965 Voting Rights Act. The Southern Democrats were the segregationists,
not the Republicans. The Southern Democrats were responsible for Jim Crow, not the Republicans.
I have asked several Black people if a majority of Democrats or Republicans in Congress supported the 1964 Civil Rights Act. All but one said it was a Democratic
majority. Therefore they believed it was a Democratic victory for civil rights. Have the Democrats claimed a victory that they never earned? Here is the historical record
that you can look up today on the Internet: In 1964, in a Democratic Congressional majority, in the Senate, 82% of the Republicans voted for the Act while only 69% of the
Democrats voted for it. Every Southern Democratic Senator voted against it. In the House of Representatives, 80% of the Republicans voted for the Act, while only 61% of
the Democrats voted for it. Ninety-two of the 103 Southern Democrats in the House voted against it. It is all in the Congressional Record.  Also the ignored or forgotten
1957 Civil Rights Act (which Senator Strom Thurmond tried to torpedo) and the 1960 Civil Rights Act, designed to protect us from the Southern Democrats, were passed
by the majority of Republicans in Congress and signed into law by Republican President Eisenhower. Republicans, not Democrats, historically have been in the
majority in support of civil rights legislation from the beginning of their history. Even Democratic Senator John F. Kennedy was no outstanding exponent for civil rights
before his presidential bid. Who said, "The time has come for equality of opportunity in sharing in government, in education, and in employment. It will not be stayed or
denied. It is here!"? It was Republican Senate Minority Leader Everett Dirksen speaking of the 1964 Civil Rights Act.
In the 1965 Voting Rights Act, in percentages, 73.4% of the Democratic Senators voted for the law and 93% of the Republican Senators voted for the law. 78.4% of the
Democratic House Representatives voted for the law and 82.3% of the Republican House Representatives voted for the law.
Republican Senator Trent Lott was nothing to shout about. (Same for the late Democrat Dixiecrat  turned Republican Strom Thurmond). Lott was pilloried by the media
after his remarks praising a Thurmond Dixiecrat presidency. However, Democratic Senator Robert Byrd said on national television, “There are white niggers.” I have not
heard any cries of protests from recognizable Black leaders and politicians. (You know who they are.) It was reported that Senator Carol Mosely Braun excused him by
saying that he was just “an old man.” An older Black man I knew who hated, with venom, White and Black Republicans also defended Byrd! By the way, Senator Byrd
was a member of the Ku Klux Klan, the "Invisible Empire of the South," years ago. He even recruited for the Klan as a “kleagle.” What if Trent Lott was an ex-Klan
member and said “white niggers” on national television? We would have shouted “Crucify! Crucify!” right? We would have tarred and feathered him and ran him out of
town. Was it because Byrd is a Democrat that we make excuses for him making racial slurs that no Republican could get away. He can get away with being a ex- Klan
member while we tell the Republicans to “come clean”? Is not that “selective outrage” dysfunctional if not hypocritical?
Rev. Sharpton said we never got our “40 acres and a mule.” Yes, we did, and they were taken away by a Democrat. Reparations to Black slaves were discussed by
Republicans after the Civil War. Political activist and researcher M.D. Currington (websites: mdcurrington.tripod.com/mdc and moteandbeam.tripod.com) writes, “On
January 12, 1865, General William Tecumseh Sherman and Secretary of War Edwin M. Stanton met with twenty Black community leaders in Savannah, Georgia to
discuss freedom and reparations for former Black slaves.…on January 16, 1865, General Sherman issued Special Field Order No. 15, which set aside 7,600 square
miles in a 30-mile wide tract of land along the Atlantic coast stretching from Charleston, South Carolina to St. John’s River near Jacksonville, Florida, for the exclusive
settlement by Blacks…This Field Order also guaranteed former slaves U.S. military protection, 40 acres of tillable land per Black family, other provisions such as a mule
or horse in order to work the land, and any other animal that was no longer useful to the military. By June 1865, over 40,000 former slaves were settled on 40-acre tracts
of land. Over 400,000 acres were allocated. In September of 1865, Democrat President Andrew Johnson reversed Field Order No. 15, issued special pardons, and
returned the land to former slaveowners.” The Republicans gave, yet a Democrat took it away.
I was told that the Republicans of yesterday are the Democrats of today and vice versa.
Former radio talk-show host and community activist Rev Wayne Perryman says in his book Unfounded Loyalty: “To praise the Democrats for what they did in the sixties
is similar to praising a child who voluntarily cleans up part of his mess after tracking mud throughout the entire house.”  He also quotes Black journalist Tony Brown
(Tony Brown’s Journal on PBS): “It is out of ignorance of their own history that many Blacks demean the Republican philosophy and condemn Black Republicans.
Blacks have been Republicans historically Frederick Douglass and the first twelve Blacks to serve as U.S. Congressman were Republicans.  And Congressional White
Republicans were the architects of Reconstruction, a ten-year period of unprecedented political power for Black people. Democrats working hand-in-hand with the Ku
Klux Klan gave us Jim Crow Laws that effectively reenslaved Blacks. If you know this history, you have to wonder: How did Blacks move from the party that gave them civil
and political rights to join forces with a party with a history of racist demagoguery, support of slavery, Jim Crow and lynchings?”
Let’s explore lynchings. Wikipedia says: “Lynching in the United States refers, primarily, to the practice in the 19th and 20th centuries of the humiliation and killing of
people by mobs acting outside the law. These murders, most of them unpunished, often took the form of hanging and burning. To demonstrate a ritual of power, mobs
sometimes tortured the victim… between 1880 and 1951 the Tuskegee Institute recorded lynchings of 3,437 African-American victims, as well as 1,293 white victims.
Southern states completed disfranchisement of African Americans about the turn of the century. Their white Democratic representatives comprised such a powerful
voting block in Congress that they consistently defeated Federal bills against lynching.” To its credit, the U.S. Senate, not the Democratic National Committee, in 2005
passed a resolution to apologize for failing to pass anti-lynching legislation. All the anti-lynching bills were initiated by Republicans. I did a Google search and what
came up was “Your search – ‘Democratic anti-lynching’ - did not match any documents.”
Why did African Americans switch parties?  The previously mentioned Wikipedia Democratic Party article also says: “From the end of the Civil War, African Americans
favored the Republican Party. However, they began drifting to the Democratic Party in the 1930s, as Franklin Roosevelt's New Deal programs gave economic relief to all
minorities, including African Americans and Hispanics. Support for the Civil Rights Movement in the 1960s by Democratic presidents John F. Kennedy and Lyndon B.
Johnson helped give the Democrats even larger support among the African American community, although their position also alienated the Southern white population.”
Rev Perryman wrote: “Prior to this time from 1866 to 1928, blacks had voted exclusively for the Republican ticket. Frustrated with the economy as well as with the
Republican Party, the newspapers used their powerful voice to urge black voters to break tradition and vote Democrat. John Hope Franklin said, ‘The break was neither
clean nor complete, however, for there were those who could not be persuaded to support the party that, after all, was the party of the Ku Klux Klan and other bigots”
…Hard times were nothing new for the American Negro. They voted Democrat because the Pittsburgh Courier and other powerful black newspapers told their readers
the ‘Republicans took their vote for granted.’”
Funny. Back then any Black person who voted Democrat would have been considered an “Uncle Tom” or a “handkerchief-head Negro” as the Democratic Party was “the
party of the Ku Klux Klan and other bigots.”
Rev. Perryman also writes: “Modern-day Democrats must stop preaching that they are the compassionate party of black people and confess that it was their
predecessors who started many of the racist practices that we are now trying to eradicate. History clearly shows two things: (1) that the roots of racism grew deep in the
hearts and souls of the Democrats and (2) without the past efforts of the Radical Republicans and the Abolitionists, the Civil Rights Legislation of the sixties would not
have been possible. Republicans laid the foundation for civil rights by passing legislation and instituting programs that Democrats’ were adamantly opposed to, such
as:
1.      The Thirteenth Amendment in 1865 to abolish slavery.
2.      The Civil Rights Act of 1866 to give Negroes citizenship and protect freedmen from Black Codes and other repressive legislation.
3.      The First Reconstruction Act of 1867 to provide more efficient Government of the Rebel- or Democratic-controlled states.
4.      The Fourteenth Amendment in 1868 to make all persons born in the United States citizens. Part of this Amendment specifically states “No State shall deprive any
person of life, liberty, or property without due process of law; or deny any person within its jurisdiction the equal protection of the laws.”
5.      The Fifteenth Amendment of 1870 to give the right to vote to every citizen.
6.      The Ku Klux Klan Act of 1871 to stop Klan terrorists to terrorized black voters, Republicans, white teachers who taught blacks, and Abolitionists.
7.      The Civil Rights Act of 1875 to protect all citizens in their civil and legal rights and to prohibit racial discrimination in places of public accommodation.
8.      Freedmen Bureau was social programs established by Republicans to feed, protect, and educate the former slaves.
9.      The 1957 Civil Rights Act and the 1960 Civil Rights Act were signed into law by President Eisenhower who also established the U.S. Civil Rights Commission in
1958, a commission that was rejected by Truman during his administration.
10.  The 1964 Civil Rights Act which key Republicans pushed law through while key Southern Democrats like Al Gore Sr. debated against its passage. More
Republicans (in percentages) voted for this law than Democrats.”
There is good and bad in both parties. A great example of good is pro-civil rights Democrat Congressman Bob Filner of Chula Vista , California . He was part of the
Freedom Rides in the South in the early 1960’s and was even imprisoned for months by racist Democrats. His life was constantly in danger as some other Freedom
Riders were murdered. The Republican Party is not completely virtuous too. It has dropped the ball a few times concerning Blacks. However, considering the immutable
facts of history, which political party historically has a better civil rights and equality track record for Blacks?
Based on a correct interpretation of history based on documented facts, does the Democratic Party owe Black America an apology for past support of slavery, Jim Crow,
the Ku Klux Klan, and violent acts of racism such as lynching? Since there has never been an offer of apology from the Democratic National Committee and 90% of the
African American vote goes to the Democrats, don’t you think the answer should be YES?

Rev. Jesse Lee Peterson Takes Issue With President Bush’s Black History Month Remarks and White
House Appearance With Al Sharpton
LOS ANGELES (02/14/08) - On Tuesday, President George W. Bush used an annual White House ceremony recognizing Black History Month to denounce displays of
nooses and jokes about lynching. The president’s remarks grew out of concern over increased reports of racial tensions. President Bush recognized several prominent
black Americans and introduced Rev. Al Sharpton. The following is Rev. Jesse Lee Peterson’s statement about what transpired at the White House ceremony:
“President Bush is a decent man and I voted for him twice, but I am disappointed by his words and actions at this Black History Month event. I personally don’t believe in
a Black History Month. The achievements of notable black Americans should be incorporated as part of American history and reflected in the history books. The idea of a
separate ‘Black History Month’ is misguided and offensive.
“It’s especially disappointing that the president would echo the racially divisive words of Al Sharpton and Jesse Jackson in order to remind white Americans to be more
tolerant of other races.
“Mr. President, with all due respect, you were ill advised on this matter. America has moved light years ahead on the race issue—but Al ‘the Riot King’ Sharpton, whom
you publicly validated, has built his career exploiting the races. Recognizing Sharpton is equivalent to promoting David Duke during European American History Month (if
such a celebration existed).
“In closing, Mr. President, black Americans don’t need hate crime laws, ceremonies to promote Black History Month or a manufactured holiday like Kwanzaa. Instead,
they need to turn back to God, restore their families and overcome their hatred of whites. No well-meaning president or government program can do that for them.”
Rev. Jesse Lee Peterson is the founder and president of BOND, the Brotherhood Organization of a New Destiny. He is also the host of “The Jesse Lee Peterson Radio
Show.” For more information, visit www.bondinfo.org.

Eleonor Castillo hailed as one of 100 Most Influential Filipina Women in the US
Ms. Eleonor G. Castillo, president of both the Filipino American Educators Association of San Diego County (FILAMEDA) and the Filipino American Educators
Association of California (FAEAC), and a 4th grade teacher at Heritage Elementary School in Chula Vista, was honored by the Filipina Women’s Network as one of the
100 Most Influential Filipina Women in the U.S. in the category of “Policymakers & Visionaries”.
This category recognized Filipina women leaders who have made a difference in government policies or laws that impact business, industry, and society and who
enrich the lives and careers of others by sharing the benefits of their wealth, experience, and knowledge.
The award reflects not only her critical leadership role in the passage of California Assembly Bill 420, which led to the development of a California Subject Examination
for Teachers (CSET) for Filipino Language, but her contributions and achievements as an educator as well.
“As an elementary school principal, I realize the amount of energy and time it takes just to keep up with the demands of providing the best service to the 31 students and
their parents in a classroom. Ms. Castillo, not only does this with high level of effectiveness, as she serves as a role model and mentor to children and young adults of
all ethnic backgrounds, but she unselfishly gives another 150% of herself to serving the greater community at the local, state and national levels.  In addition, fellow
teachers throughout San Diego County recognize Eleonor as a role model and seek out her mentorship,” remarked FILAMEDA Executive Board Member, Tim Suanico.
In addition to this honor, Ms. Castillo served as Chairperson of the Summit’s Filipina Authors Reception at The Library of Congress (LOC).  This historic event was the
first-ever reading of works by authors of Filipino descent at the LOC.
Ms. Castillo also represented FILAMEDA and FAEAC by chairing the Summit’s Education Panel, and presenting information on FILAMEDA’s Annual K-16 Education
Summit and the Filipino Language Movement (FiLM) in California.
Ms. Castillo was formally recognized at the 5th Annual Filipina Summit in Washington, D.C. on October 26th.

KCS’ Grant Writing seminar draws crowd
By DORIS ENRIQUEZ-MALABAD
NATIONAL CITY – Indeed, people, and organizations, are in dire need of money.
This was evident at the huge turn-out of attendees at a seminar workshop conducted by Kalusugan Community Services (KCS), teaching people and members of
organizations on how to get free money through grants.
On a Saturday morning, people came and packed the KCS meeting area and listened intently to two Fil-Am experts in grant writing – KCS Founder and President Dr. Riz
Oades and KCS Executive Director Dr. Ofelia Dirige, with the assistance of Dr. Aurora Cudal, KCS Resource Development Specialist.
Dubbed as ‘Going for the Gold Proposal Development and Grant Writing Workshop’, the event, held on January 19, was divided into two sessions. The morning
session gave the attendees basic information on, and sources of, grant writing; guidance on proposal-making to the writing process; and the various steps and
requirements in grant-writing. More importantly were the invaluable tips and actual experiences that Drs. Oades and Dirige generously shared with the attendees.
The afternoon session saw the attendees actually doing what they have learned so far, under the guidance and direction from the experts, who have already written and
secured grants totaling to over $2.8 million. Some the most recent grants they have secured are the KCS Filipino-American Healthy Eating Campaign (FIL-AM HEC),
which is already on its second phase; the Fil-Am Festival held last October, and the Kabataang Pilipino Violence Intervention Program.
Moreover, since KCS is registered as a 501-C3 non-profit organization, it can act as a fiscal agent to groups or organizations who want to avail of grants to start certain
community projects.
Attendees included people of all ages and race, from students to professionals, from teens to seniors, from ordinary members of the community to distinguished
community leaders.
This successful workshop is KCS’ third offering. For more information on grant-writing and other community concerns, call KCS at 619-477-3392.

Largest increase in history in veterans’ health care becomes a reality
Congressional funding fulfilling promises to American veterans approved by President
WASHINGTON, D.C. – Congressman Bob Filner of California, Chairman of the House Veterans Affairs Committee, hailed the President’s release on January 17 of the
$3.7 billion in additional veterans funding provided by Congress – to provide the largest single funding increase in the 77-year history of the Department of Veterans
Affairs.
“With this historic veterans funding, the new Congress has begun to fulfill our promises to honor American veterans with both our words and our deeds,” said
Congressman Filner. “After years of neglect in Washington during a time of war, the 110th Congress will ensure that our veterans have the resources and benefits they
have earned and that VA Clinics and Hospitals perform to the highest standards.”
“Americans were shocked to learn one year ago of a crisis in care for soldiers returning from Iraq and Afghanistan,” said Filner.  “ America can do better, and this historic
funding increase, paired with our Wounded Warriors Act reforms, puts us on the right track for America’s veterans.  We are glad that the Bush Administration finally
agreed to the critical need for the funding, after dismissing the $3.7 billion that the Democratic-led Congress added to the President’s request for 2008.”
With the release of the funds, the 110th Congress has provided an extra $6.7 billion over last year for the largest single funding increase in the 77-year history of the
Department of Veterans Affairs in:
• Strengthening quality health care for 5.8 million patients, including about 263,000 Iraq and Afghanistan veterans, in the 5th year of the war in Iraq;
• Investing in much-needed maintenance for VA health care facilities and treatment for Post-Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury for returning
veterans;
• Reducing the backlog of veterans (400,000 claims) waiting for their earned benefits by adding 1,800 claims processors.
• Building on the first steps by this Congress at the beginning of 2007 -- increasing veterans’ health care and benefits by $5.2 billion for improved care and shorter
waiting lines for veterans waiting 177 days to receive their earned benefits.
Most veterans receiving VA health care are struggling to get into the middle class, with a median annual income of $23,000.
This increase won widespread support and praise from America ’s leading veterans’ organizations including the American Legion, Veterans of Foreign Wars, Military
Officers Association of America, Paralyzed Veterans of America, AmVets , Iraq and Afghanistan Veterans of America, National Association for Uniformed Services and
Disabled American Veterans.
“Providing quality care and services to our veterans is one of my top priorities,” Congressman Filner added. “On the battlefield, the military pledges to leave no soldier
behind.  And with this national investment, we will begin to fulfill our pledge that when they return home, we leave no veteran behind.”

McCain's Iraq statement unsettles Christians
Warmonger McCain's statement that ‘It's 'Fine' if we're in Iraq 100 Years’ shows he's Biblically, constitutionally unqualified to be president
(02/04/08) - Recovering Republican John Lofton, Editor of TheAmericanView.com and co-host of "The American View" radio show with the Constitution Party's 2004
Presidential candidate Michael Anthony Peroutka, has issued the following statement. Mr. Lofton is a former Republican Party official who worked at the Republican
National Committee (1970-73) where his bosses were Sen. Bob Dole and George H.W. Bush. He was the national GOP's chief party propagandist serving as Editor of
"Monday," the RNC's weekly publication.
Proverbs 26:17 says: "He that passeth by, and meddleth with strife belonging not to him, is like one that taketh a dog by the ears."

Proverbs 16:7: "When a man's ways
please the LORD, he maketh even his enemies to be at peace with him."

John McCain's statement https://www.democrats.org/page/contribute/100years that it is "fine" with him if we are in Iraq for 100 years reveals him to be a warmonger
who, in no way, understands how God's Word and our Constitution limit the God-ordained civil government office of President of the United States. Thus, Mr. McCain is
thoroughly unqualified to be President as is Mitt Romney who has, basically, the same warmongering views.

Domestically, McCain's philosophy of government also demonstrates he's unfit to be President. He said, in part, in Florida: "We believe government should do only
those things we cannot do individually, to tax us no more than necessary, and spend no more than necessary, and then get out of the way...." But, this is ambiguously
dangerous nonsense showing that McCain does not understand the oath he would take if elected.         When elected, he would make a solemn promise to God that he
would "preserve, protect and defend the Constitution of the United States" - a Constitution that strictly limits what Congress can do re: taxes and spending (Article I,
Section 8). The Constitution does NOT say the Federal Government can tax and spend as is "necessary."

Rudy Giuliani says John McCain is a "hero" and we need a "hero" in the White House. Well, no. Forget the "hero" bit. No man is a "hero" simply because he does his
duty or because bad things happen to him. What we need in the White House is a Biblically- knowledgeable Christian man, a Constitutionally- knowledgeable Christian
man who understands what God and our Constitution require of him. John McCain is not that man.

Watergate-type conspiracy unveiled involving HUD
CHICAGO, IL - Chicago Communicator News (CCN) Media Group/Media Network backs call by Investigative Reporter for indictment and resignation of top Chicago
Local HUD Officials.
A four year investigation reveals that Housing and Urban Development Officials lied under oath in federal case # C032209 regarding New Englewood Terrace
Apartments. Vs United States of America (HUD) on an illegal termination of a Housing Assistance Payment Contract..  HUD recently lost the 4 year court battle.
Investigative reporter, Lionel B Nixon (former HUD official) along with witnesses will provide facts never before revealed to the public.
A HUD “Watergate type” conspiracy involving top HUD officials in Chicago confiscated and destroyed information. In addition to their retaliation against whistleblower,
Ms. Freddie C. Batchelor ( who’s laptop they confiscated because it housed evidence of obstruction of justice),. Batchelor also has additional proof of direct retaliation
and intimidation from HUD contained in one of their business envelope marked (Your Eyes Only) from HUD Regional Office77 West Jackson, Chicago, Illinois (Letter
and envelope to be displayed at press conference!)
Courtney Minor a federal HUD employee, said in that letter, said that Ms. Freddie Batchelor would be actually guilty of treason, if she talked about the obstruction of
justice, a triple conflict of interest, malfeasance, public government corruption, and his misstatement of the ethics law. Ironically, a very similar revelation was revealed
by another whistleblower in Philadelphia cited on February 4, 2008 by a Washington Post writer Carol Leoning referencing the Philadelphia Public Housing Authority
officials. They sued after a Land Dispute with HUD. The President of the United States, appointed cabinet executive head of HUD, Secretary Alfonzo Jackson was
accused of retaliation. Greene, one of the PHA officials said, “I’m experiencing what happens when you really say no to the Secretary”. Appeals to the Secretary of HUD
Alfonso Jackson and subordinates in Washington DC to investigate these matters were ignored, said Nixon.

Sanders urges use of Smart Controller to save water
SAN DIEGO (01/25/08) - In a continuing effort to promote the reduction of water usage by all San Diegans, San Diego
City Mayor Jerry Sanders wants to draw his constituents’ attention to an innovative and effective way to take the guess-work
out of watering their lawn—complete with a substantial rebate incentive.
The City of San Diego Water Department is working in conjunction with the San Diego County Water Authority to
conduct a pilot study on the use of Smart Controllers—a weather-based irrigation system that waters lawn and garden in
response to weather conditions, based on historical data and weather sensors. It then adjusts the irrigation schedule
accordingly.
To encourage residents to reduce water usage, a rebate for up to $350 is being offered for the purchase of a qualifying
controller. Depending on the price of the model, this may also cover some or all of the cost of installation by a certified
installer if the homeowner prefers to have it professionally installed.
Smart Controllers help keep plants healthier by reducing damage caused by over-watering. To determine the best watering method for a specific lawn and garden,
these systems monitor several different variables including rain, temperature, humidity, soil moisture, plant type, and the amount of time it takes for water to evaporate.
The Smart Controller can be programmed to deliver water according to specific landscaping requirements, reducing overall water usage by up to 20 percent.
Any residential, City of San Diego Water Department customer with 2,000 square-feet of in-ground irrigated landscape is eligible for the program. Participants are able
to select their equipment (check irrigation supply warehouses, or online). Rebates are limited, however, and the program ends on June 30, 2008.  Prior to purchase,
residential customers will receive a free Residential Water Survey at their home.  Interested customers should contact the City of San Diego Water Department at (619)
570-1999, or go to the Department web site http://www.sandiego.gov/water/conservation to read about requirements.
A similar program is offered to commercial and multi-family sites. Commercial/multi-family customers may receive $25.00 per station toward the purchase of a Smart
controller.  Controllers must be from the approved list and there are some restrictions regarding installation. For information on the Commercial, Multi-family Smart
Controller Program call toll-free: (800) 986-4538.
“Further, as part of a region-wide effort to step up voluntary water conservation, I am continuing to work in conjunction with the San Diego County Water Authority to
promote the 20-Gallon Challenge to all San Diegans. Water users are each being asked to conserve 20 gallons a day of water, our most precious resource. The Smart
Controller can go a long way toward helping San Diegans meet the 20-Gallon Challenge,” says Sanders.
He continues, “So while rain may be falling now, spring and summer are just around the corner. It’s important for you to know how much water your garden and
landscape need during these sometimes wet, sometimes dry months, as well as when you should adjust your automatic irrigation system. The goal for all San
Diegans is to make sure we’re not over-watering.” (www.sandiego.gov)

The American Health Scare
By WALTER DAVIS
It is down right scary. Reports obtained from RSSMicro.com, reveal as many as 47 million Americans remain uninsured in 2008.
Medical costs are soaring. The need for serious medical treatment can result in death due to not being able to afford medical care. For some, the choice is between
eating and medication.
Chemo-therapy can cost as much as $28,000 per month; radiation treatment, $700 per day.
The most amazing thing is that “conservatives” like Mitt Romney blame the uninsured for the current state of health care in this country; not the greedy health industry
executives.
According to an AFL CIO blog press release on 8 January 2008, the candidate is paraphrased and quoted as saying “the reason health care isn't working like a market
right now is you have 47 million people that are saying, "I'm not going to play. I'm just going to get free care paid for by everybody else. That doesn't work.”
Forbes.com listed health care equipment and services CEO William W. Mc Guire as having a total compensation package of $124.9 million. Drug and biotechnology
CEO Howard Solomon is listed as having a total compensation package of $92.1 million and they are listed as number 3 and 4 respectively in the ranks of over-
compensated executives. Even minor executives in insurance companies are being paid six figure salaries.
There is nothing wrong with making a lot of money in America. When people are dying, however, because they cannot afford medical care, something is wrong.
How then, can so many blame the poor and middle class for being uninsured?
These rich business entities lobby the bought and paid for politicians on both the Democratic and Republican side who then carry out their bidding.
I hear politicians throw out the term “socialized medicine” with a nasty twist of the lips when they THEMSELVES have socialized coverage!
This system seems to be working well for the military, congress, state governments, police forces, and other large groups.
Because of my service connected disabilities, I cannot qualify for commercial insurance. I have a four month wait to see a doctor at the VA.
As an insurance agent, I have quoted plans that cost in excess of $1000 per month that do not include prescription drug coverage. Many plans have a waiting period of
one year to give you an annual maximum of only $1200 dental coverage. See how far you get at a dental office with that!
There is a list of reasons eight pages long in the underwriting guides of insurance companies with reasons to decline people for coverage. What are they supposed to
do?
How can the commercial health care system be viewed as doing a good job with staggering figures of people not being covered, staggering medial costs, staggering
executive salaries? Insured/cold hearted politicians like Mitt Romney blame the poor.
Universal health care works for the military and congress. It is good enough for the American people. Eight billion dollars a week are being wasted in Iraq filling the
